Press Release: IMF Managing Director de Rato Names Sean Hagan as General Counsel and Director of the Legal Department

Mr. Hagan holds an M.Sc. in Politics of the World Economy from the London School of Economics, and a Juris Doctor from Georgetown University Law Center. After four years as an Associate in two private law firms, Mr. Hagan joined the staff of the Fund's Legal Department in July 1990 and has been Deputy General Counsel since February 2003.

"Throughout his Fund career, Sean Hagan has demonstrated outstanding intellectual qualities and analytical skills. He combines first rate organizational skills with the ability to grasp complex and dynamic legal areas and a sound understanding of the economic and financial context of legal issues," Mr. de Rato stated.

Mr. Hagan coordinated the Legal Department's work on the Sovereign Debt Restructuring Mechanism and on collective action clauses, and has been managing the department's contribution to technical assistance policy and delivery. In addition to expanded administrative responsibilities, he has worked in a number of areas of particular importance to the Fund, including trade-related issues, anti-money laundering and combating the financing of terrorism, the IMF's relations with Iraq, and in the development of standards and codes of best practices in monetary and financial policy areas.
