On March 28, 2008, the Executive Board of the IMF endorsed a major package of reforms that will enhance the institution's governance. Once approved by the Fund's Board of Governors (they are expected to cast their votes by April 28), the agreement will adjust quota shares to better reflect the relative weight of member countries in the world economy, particularly that of dynamic emerging countries. It will also enhance the voice and representation of low-income countries within the IMF.

In September 2005, the IMF embarked on a wide-ranging program of modernization called the Medium-Term Strategy. One important element of the Strategy is governance reform, including adjusting quota shares to reflect better the relative weight of members in the world economy and enhancing the voice and participation of low-income members within the institution. This reform is critical for the continued effectiveness of the Fund.

Finds strong evidence that real currency demand in Mexico remained stable throughout and after the financial crisis in Mexico. Cointegration analysis using the Johansen-Juselius technique indicates a strong cointegration relationship between real currency balances, real private consumption expenditures, and the interest rate.

The only announcement I have to make before taking questions is a somewhat unusual one. After a gap of 16 years, the Fund is about to publish the latest volume of the official history of the Fund. On October 9th it will come out. This is a series started in the 1960s. This latest volume covers the 1980s, and historically, these histories compensated for some of the secrecy in which the Fund often did its business. Now, of course, we're much more open and so, too, is our approach to history.

Last year our lending dropped very sharply as a result of the calmer conditions in emerging markets and the rapid improvements in several of the crisis countries. We loaned 6.3b SDRs last year -- that is, in our regular loans, not our concessional loans -- and that is less than one-third of what we had done in the previous fiscal year.
