February 10, 2012 -- IMF Survey: Customs Revenue, Fiscal Steps Can Power Swaziland Recovery
After a fiscal crisis in 2011, Swaziland can rally with structural reforms that will improve growth prospects. In its regular review of the country’s economy, the IMF says upfront fiscal measures, external financing, and higher customs revenue would enable the government to restore fiscal sustainability.

IMF management approves a Staff-Monitored Program for Swaziland to help the country enact tax reforms and at the same time protect social spending. The program entails IMF scrutiny of the authorities’ policies, but does not include formal backing of the program or financial support.

Better communications, more financial complexity, and multinational business operations have made it a lot easier to commit financial fraud, and the IMF is advising a growing number of member governments on ways to thwart fraudulent financial schemes.

Describes the preliminary findings of IMF staff at the conclusion of certain missions (official staff visits, in most cases to member countries). Missions are undertaken as part of regular (usually annual) consultations under Article IV of the IMF's Articles of Agreement, in the context of a request to use IMF resources (borrow from the IMF), as part of discussions of staff monitored programs, and as part of other staff reviews of economic developments.

The Initiative comprises a common policy framework aims to facilitate cross-border economic activity by eliminating barriers to the flow of goods, services, labor, and capital, and to help integrate markets by coordinating reform programs in several key structural areas, supported by appropriate macroeconomic policies.
