Alvin Hilaire, Resident Representative of Sierra Leone and Guinea, is a national of Trinidad and Tobago and holds a Ph.d in Economics from Columbia University. At the International Monetary Fund he has worked in the Policy Development and Review as well as Western Hemisphere Departments on several countries, including Croatia, Cameroon, Colombia, Nicaragua and Thailand. Prior to joining the Fund, he headed the Policy Support Unit of the Central Bank of Trinidad and Tobago.
Joe Tucker, Economist, holds a Masters degree in Economics from the University of Leeds and a Bachelor of Science degree with Honors from the University of Sierra Leone. He worked for the Central Bank of Sierra Leone for over a decade where he was Head of the Monetary Analysis Section of the Research Department and Personal Assistant to the Governor. He has participated in several training programs at the IMF, the Bank of England, the West African Institute for Financial and Economic Management, and the Bank of Switzerland.
Daphne During, Administrative Assistant, joined the Resident Representative office with many years of administrative experience in the private sector and diplomatic community. She previously worked as Confidential Secretary at the Sierra Leone Cement Corporation Limited and Personal Assistant to the Norwegian and Swedish Consul in Freetown. Fluent in French, she served for some time as a bilingual Secretary in a finance company in Côte d’Ivoire.
Francis Macauley, Chauffeur, handles transportation for the Resident Representative office and also liaises closely with the United Nations Integrated Office in Sierra Leone on security issues. Prior to his employment by the Resident Office, he worked for over ten years in the Protocol Section of the Bank of Sierra Leone. During this period, he had the opportunity of working directly with a large number of IMF program and technical assistance missions.
