Economic Counsellor and Director, Research Department

The Economic Counsellor and Director of RES works under the guidance of the Managing Director and his three deputies. He/she provides intellectual leadership, strategic vision, and management oversight for the work of the staff members of their department. As part of the institution's senior leadership team, he/she helps the top management of the IMF to develop and implement the IMF's overall strategy.

Summary of Duties and Responsibilities:

RES is responsible for conducting forward-looking research and analysis and for developing strategy on fundamental issues regarding the stability of the international monetary system and the integration of the IMF's member countries into the global economy. The department is also responsible for (i) undertaking policy-oriented research and analysis that supports the IMF's work in individual countries; (ii) playing a central role in multilateral surveillance activities (thereby supporting the IMF's crisis prevention work); (iii) preparing the World Economic Outlook report, the periodic briefings of the Executive Board on world economic and market developments, and contributions to various fora, including the G-7, G-10, and G-20; (iv) contributing to public outreach on issues under the competence of the IMF and developing and organizing seminars and conferences in the area of macroeconomics and international trade and finance; and (v) maintaining close contacts between the Fund and the academic community and other research organizations, as well as with other international organizations.

Qualifications:

Successful candidates should have extensive supervisory experience and have a demonstrated track record in strategic thinking, staff management, planning, organizing and delegating work across diverse activities. A strong capacity to promote change and foster close and effective cooperation with the Executive Board, management, departments, and staff is essential. Director, Western Hemisphere Department

The Director of WHD works under the guidance of the Managing Director and his three deputies. Summary of Duties and Responsibilities:

WHD covers 34 countries in the Americas, from Canada and the United States in the North to Chile and Argentina in the Southern Cone and includes an exceptionally diverse group of advanced, emerging market and low-income economies. The Director of WHD advises management and the Executive Board on economic developments and policies in the region; manages the Department's staff and work program, that includes an active agenda of policy-focused research; and leads WHD's relations with member countries, regional organizations and other multilateral organizations active in the region. Given the importance and highly diverse nature of countries in the region, the Director, in addition to developing and implementing IMF policies in the Western Hemisphere, is also expected to play a leading role in shaping the Fund's views and policies on global issues and developments, such as the World Economic Outlook, linkages and spillovers from the U.S. economy to the rest of the world, and the Fund's policy and support to low-income countries.

Director, External Relations Department

The Director of EXR works under the guidance of the Managing Director and his three deputies. He/she provides intellectual leadership, strategic vision, and management oversight for the work of the staff members of their department. In addition the Director acts on behalf of the Managing Director as the IMF's chief spokesperson.

Summary of Duties and Responsibilities:

EXR guides and coordinates the full range of the IMF's external and internal communication activities including (i) designing and implementing an effective external communications strategy and ensuring the coherence of different external relations activities; (ii) managing relations with the press; (iii) coordinating communications with parliamentarians, labor unions, and civil society organizations, and with the general public; (iv) supporting and coordinating the outreach efforts of the Managing Director and Deputy Managing Directors, including through their country visits, public speeches, and press releases; (v) supporting the Executive Board in its activities; (vi) overseeing the IMF's publications program; (vii) working with other IMF departments and Executive Directors offices to respond to outside commentary and questions on the IMF's work; and (viii) coordinating the internal communication of management, staff, and the Board.

FAD provides policy and technical advice on public finance issues (macro-fiscal; tax and expenditure policies; tax and customs administration; and public financial management) to member countries, either directly or in conjunction with the Fund's regional departments. In addition FAD is primarily responsible for the IMF's work on income distribution and poverty, social safety nets, and the environment. FAD's main activities include: the provision of technical assistance to member countries; inputs into the IMF's bilateral, regional and multilateral surveillance, and into the design of adjustment programs supported by the IMF; research and policy studies on a broad range of public finance issues; and work on fiscal transparency, including preparation of fiscal modules for Reports on the Observance of Standards and Codes (ROSCs).

Director, Policy Development and Review Department

The Director of PDR works under the guidance of the Managing Director and his three deputies. Summary of Duties and Responsibilities:

PDR plays a central role in the design, implementation, and evaluation of IMF policies related to surveillance and use of its financial resources. These policies are adapted to meet member countries needs or the changes in the international environment. PDR carries out its responsibilities through the preparation of Executive Board papers and internal guidelines, review of both country papers and of policy-related papers prepared by other departments, and participation in country-specific operational work. Through the internal review of country work, PDR (i) provides an independent assessment of the advice given to member countries on macroeconomic and structural policies; (ii) gives guidance on its functional expertise (such as debt, trade, private and official external financing, arrears, etc.); (iii) advises on the application of IMF policies in individual country cases to ensure the uniformity of treatment of members; and (iv) helps bring to individual country cases the collective experience gained in other cases or regions facing similar issues. PDR also contributes to strategic analysis and to the wider dissemination of the IMF's analysis, policies and views, and to efforts aimed at greater openness and transparency by the IMF.

Staff Assistant

Research Assistant

Qualifications:

Qualifications for research assistant positions include the following:

Research Assistant Program

The Research Assistant Program (RAP) is intended for students recently graduated with an undergraduate degree with a superior academic record, who would like to gain some useful work experience before pursuing further studies or moving on to other employment opportunities. Assignments are limited to a two-year period and mainly support the operational and policy work of Fund economists. Research assistants in the RAP must leave the Fund after their two-year appointments are completed.

Summary of Duties and Responsibilities:

RAP participants may be asked to research, collect and compile information; maintain and update quantitative and qualitative economic, financial, or statistical databases; process, consolidate, and transform data sets within and between databases using statistical and/or econometric techniques; evaluate economic, financial or statistical relationships in databases; analyze economic time series data; design systems to facilitate interfaces or to transfer data between external an in-house databases.

Educational Requirements:

Completion of an undergraduate degree in economics, computer science, statistics, math, or business administration is required. Candidates should have at least a 3.5 GPA (cumulative) or equivalent in both their fields of study and in their overall program.
