Content and structure

Scope and content: Advisors in the Africa Department led missions, edited or reviewed departmental reports and papers, prepared analysis and policy recommendations in assigned areas, represented the Department at interdepartmental meetings, oversaw technical assistance and were responsible for internal administrative functions such as the preparation of budgets, mission scheduling, and recruitment. Senior Advisors also were responsible for overseeing internal departmental activities, such as those carried out by Advisors or the coordination of the work of Divisions, but were further involved in assisting the Director set objectives for the Department as a whole, in drafting departmental reports, and in the formulation of IMF policies in relation to member countries. They were also responsible for the direction of the Department when the Director was absent. The series consists of the subject files of Clement Nyong Isong (Advisor, 1962-1967) and Alberto Dos Santos Foz (Advisor, 1968-1979), as well as chronological files for Kwame Kwateng (Senior Advisor, 1977-1980) and Jacques Artus (Advisor, 1985; Senior Advisor, 1985-1989). It appears that Foz and Isong's files were mixed together at some point, but the Kwateng and Artus chronological files are distinct. The subject files include a run of technical assistance files arranged by country. Files contain: memoranda; papers and reports; as well as ingoing and outgoing correspondence from Advisors to IMF staff, member governments, central banks, resident representatives, and other organizations. In some cases, the records are drafts that were prepared by the Advisors for the Director, or were copies of records from other departments that were circulated to the Africa Department.

Appraisal, destruction and scheduling information: Artus also kept a set of binders for administrative documents which were deemed not to have archival value and were consequently not retained.
