Context

Creator: Bernstein, E. M.

Administrative/Biographical history: Edward M. Bernstein (1904-1996) received his Ph.B. from the University of Chicago in 1927 and Ph.D. from Harvard University in 1931. He taught economics at North Carolina State University from 1930 to 1935, and was on the faculty of the Department of Economics of the University of North Carolina from 1935 to 1940. From 1940 to 1946, he was Principal Economist for the U.S. Treasury, during which time he also served as Assistant Director of the Monetary Research Division and, in 1946, as Assistant to the Secretary of the U.S. Treasury Department. In 1944, Bernstein was Chief Technical Advisor and Executive Secretary to the U.S. Delegation to the Bretton Woods Conference. From 1946 to 1958, Bernstein was Director of the IMF's Research Department. In 1958, Bernstein left the IMF to form EMB (Ltd.) Research Economists, an international monetary research firm. He retired as president of EMB in 1981 and in 1982 took up the position of Guest Scholar at the Brookings Institution.

Content and structure

Scope and content: The series (boxes 40-46) consists of files maintained by E.M. Bernstein while an Assistant Director of the U.S. Treasury's Monetary Research Division and Executive Secretary of the U.S. Delegation at the Bretton Woods Conference. Files consist of original correspondence, memoranda and drafts prepared by Treasury as well as copies of material preserved elsewhere and printed material. They are arranged alphabetically by subject. Complementing the larger set of Bernstein files incorporated to the Bretton Woods Conference Files, original material contained in this series focus more particularly on relations with the public (correspondence, memoranda and drafts of speeches and articles) and the preparation of the hearings held by the U.S. Congress on the Bretton Woods Agreements (in files: Bretton Woods Agreements, Post Conference Misc/ Senate/ Witnesses/ Legislation). The series also contains multiple copies of drafts and printed copies of Proposals and Articles of Agreement for both the IMF and the Bank (in files: Bank Plan / Fund Plan) as well as the official documents issued both at Inaugural Meeting at Savannah, Georgia, March 1946 (IMF Documents, Official Documents) and the First Annual Meeting of the Board of Governors of the IMF and the Bank, October 1946 (in file: Annual Meeting, Documents).
