Context
Name of Creator: Joint Fund-Bank Committee for Finance & Development
Administrative/Biographical history: As part of the original agreement between the IMF and the IBRD to create a joint publication, known originally as 'The Fund and Bank Review,' an Editorial Committee was created in June 1964 to direct its editorial policy. The functions of the Committee were specifically: 1) to set the policy for Finance and Development, including suggesting and criticizing subjects for contributions; 2) to arrange for members of the staff to undertake research or drafting such contributions; and, 3) to review all contributions before publication. This committee, known eventually as the Joint Fund-Bank Committee was chaired in alternate years by the Deputy Managing Director of the IMF and a Vice-President of the Bank. Other members were appointed from both institutions in equal numbers by the Deputy Managing Director and Vice-President. For the IMF, permanent members included the Director of the Research Department, Director of IMF Institute and the Chief Information Officer. The IMF was also represented by two non-permanent members, a Head of an Area Department and a Head of a non-Area Department, who served for a year at a time. Each member had an Alternate who normally reviewed the contributions on behalf of the Member. Members decided on changes in activities or operational practices while the two chairmen made decisions on an interim basis between meetings. The Committee met once or twice a year. The terms of reference for the 'IMF Review' Editorial Committee were circulated in an August 2, 1963 memorandum from the Acting Managing Director to Heads of Departments and Offices. This was the Joint Fund-Bank Committee for Finance & Development's direct predecessor, but it met only twice, in September and December 1963, before plans for the journal were revised.
Content and structure
Scope and content: Series consist of drafts and final meeting minutes as well as several reports: Interim Strategic Report 1971-1972, Report on Circulation and Charging 1972-1973, and Report on Circulation and Charging 1974. Meeting files also include memoranda, reports from the editor and agendas. The following were typical agenda items for discussion: an increase in number of Portuguese language editions per year to quarterly; the Editor's report on circulation policy and expenditures; the production costs of language editions; and, proposals for charging. Files are arranged in chronological order.
