Name of Creator: Larosière, Jacques de

Administrative/Biographical history: Jacques Martin Henri-Marie de Larosière de Champfeu was the sixth Managing Director of the International Monetary Fund (IMF), and held the position from 1978 to 1987. His period in office was marked by the Latin American debt crisis; progams created with African states, and membership discussions with China, Hungary, and Poland.

Jacques de Larosière was born in Paris, France in 1929. He earned a degree in arts and law at the University of Paris, and a postgraduate degree from the Institut d'études politique. He went on to study at the Ecole nationale d'administration from 1954 to 1958.

He held several positions with the French government including: Assistant Inspector of Finance (1958); Inspector of Finance (1960); Chargé de Mission, Inspectorat-Général des financnes (1961); Department of External Finance (1963); Treasury Department (1965); Assistant Director and later Department Head of the Ministry of Economy and Finance (1971); Director of the Cabinet of the Minister of Economy and Finance (1974); and Directory of Treasury (1974-1978). In 1978 he became Inspector General of Finance.

Jacques de Larosière was Chairman of the Economic and Development Review Committee of the Organization for Economic Cooperation and Development (OECD) from 1967-1971, and from 1976-1978 he served as Chairman of the Deputies of the Group of Ten (G-10).

In 1987, de Larosière left the IMF to become Governor of the Bank of France. During that period he also served as Chairman of the Governors of the Central Banks of the Group of Ten, and President of the European Bank for Reconstruction and Development. Since 1993 to present, he has been advisor to the Chairman of the BNP Paribas and a member of the Board of Directors of France Telecom. He was awarded the following honors by France: Commandeur de la Légion d'honneur and Chevalier de l'Ordre National du Mérite.
