Context
Name of Creator: Office of Budget and Planning
Administrative/Biographical history: The Office of Budget and Planning (OBP) has reported to the Office of the Managing Director (OMD) since 1992. Prior to this, Budget and Planning was a division of the Administration Department (ADM).
The functions of the OBP include: annual budget formulation and approval, which involves preparing the annual budget and reviewing budgetary practices; budget management, involving the preparation, monitoring and control of the administrative and capital budgets. The OBP has also been involved in the preparation of medium-term plans; participated in the preparation of the Electronic Data Processing (EDP) budget; controlled manpower positions; provided reports and budget analysis to management and the Executive Board; developed and maintained management information systems and monitored externally financed Technical Assistance (TA) programs. The OBP is also involved with sharing agreements, such as joint Fund-Bank agreements.
OBP administrative functions have included maintaining the handbook of the Functions and Organization of the IMF, and monitoring the payment of insurance claims and personal effects claims.
Prior to 1953, the OBP was under the supervision of the Assistant Director of Administration. After 1953, Chiefs/Directors of OBP have included: Henri H.P. King (1953-1977); J.D. Huddleston (1978-1986); L.A. Wolfe (1987-1998); E.A. Conrad (1999-2001); [information unavailable for 2002-2005]; Barry Potter (2006-2007); Siddharth Tiwari (2007).
Content and structure
Scope and content: Sous-fonds consists of four series: General Files; Budget Files; Object of Expense Files; and, Units of Organization Files.
Series and files arranged according to the Budget and Planning Division File Index (1986).
Appraisal, destruction and scheduling information: For the most part, administrative records were discarded. Routine yearly submissions, such as departmental budget estimates and submissions, were discarded, based on precedent and draft retention schedules, as well as retention schedules reviewed from other international and government organizations.
