Investment Survey (CPIS): Preparations for the 2001 Survey

A special task force of the IMF Committee on Balance of Payments Statistics (the IMF BOP Committee) was established in 1999 to consider issues relating to a repeat of the CPIS. The task force reported its recommendations to the IMF BOP Committee meeting in Santiago, Chile, in October 1999. As recommended by the task force, a decision has been made by the IMF BOP Committee to repeat the survey at the reference date of end-December 2001.

Some changes have been agreed on the scope of the next survey. In particular, it was agreed that:

  • Holdings of short-term debt securities issued by nonresident will be included as a mandatory item.

  • Financial derivatives are to be excluded from the scope of the next survey.

  • Data on portfolio investment liabilities are to be maintained in the survey as non-mandatory requirements.

  • Survey participation should be extended to include all major investing countries and offshore financial centers.

The IMF BOP Committee also noted the usefulness of a global securities database as a means of improving the quality of the data, and agreed that a working group should be established to explore what would be involved in the development of such a database.
