There are two contradictory recommendations in E and F, which I invite discussion on. The thing that concerns me is whether we should treat provisions for bad loans as a negative contribution to production or not. In the section E, I think they should have no influence on production and income, but in the section F they do have. I tend towards the second treatment, but it seems to me that there are good reasons for the first treatment as well. |
