This report was presented to the OECD National Accounts Experts Meeting, October 7-10, 2003 and summarizes the state of the discussion at the end of September 2003. At this time a greater number of responses are required covering the national accounting/BOP perspective and the deadline for discussion has been extended to allow for this.
