This paper, by Reimund Mink (ECB) and Richard Walton (Bank of England), discusses the recommended solution in the new SNA - to show them in a set of supplementary estimates - for recording of stocks and flows related to unfunded pension schemes operated by governments or other sectors for their employees and to social security pension schemes.
