### What is the IMF’s Review of Design and Conditionality?
- It is a periodic assessment of the efficacy and suitability of IMF-supported programs and conditionality that aim to help members solve their balance of payments (BOP) problems.

### Our main goals
- Goal 1: Ensure program design remains fit for purpose in an evolving global context
- Goal 2: Provide evidence-based analysis of effectiveness of programs and factors behind success

### Historical perspective
- 1968: 1 Guidelines of Conditionality
- 1979: 2 Guidelines of Conditionality
- 2002: 3 (current) Guidelines of Conditionality
- 2004: ROC - Capital Account Crises of the 1990s
- 2011: ROC - Early Global Financial Crisis and prior to Emerging Markets Crisis
- 2019: ROC - Post Global Financial Crisis and Euro Area Crisis

### Time line for 2026 ROC
- SUMMER ‘25: Initial engagement with stakeholders, including launch Phase I awareness-raising with CSOs
- FALL ‘25: First cut of the analytical work
- 2026: Engagements with internal and external stakeholders, including launch of Phase II online survey civil society
- Continued engagement with stakeholders, including Phase III follow up discussions with CSOs
- Formal Executive Board discussion, approval, and publication
- Reaffirm or revise 2022 (current) Guidelines of Conditionality

### Guiding questions
- The 2026 Review of Program Design and Conditionality will center around 132 IMF-supported programs approved by the Executive Board between 2018 and 2024.
- 01: Do IMF-supported programs improve economic and financial prospects for countries?
- 02: Does the design of IMF-supported programs appropriately consider country-specific circumstances?
- 03: Does your organization perceive the IMF as a trusted advisor? Why?
- 04: How could we better explain our programs and conditionality to stakeholders and citizens?
