### Purpose and Rationale
- Objective: Respond to economic statistics capacity development (CD) needs in LLMICs for evidence-based policymaking to safeguard macroeconomic stability, enhance inclusive and sustainable growth, and strengthen the global financial safety net and debt architecture.
- Phase II aims to:
  - Support efforts to strengthen national statistical systems.
  - Bolster data quality and drive statistical innovation.
  - Address emerging data needs and advance data transparency.
  - Adapt updated statistical methodologies and develop new data collection methods.
  - Apply new technologies to statistical compilation programs.
  - Support transitions requiring joint action (e.g., climate, digital).

### Modular Structure and Core Workstreams
- Overall design: Modular structure with cross-fertilization across modules.
- Phase scope and funding signals:
  - PHASE I - $33M
  - PHASE II – $45M *
  - * Use of Big Data in statistical programs will be extended in Phase II to cover M1, M3 and M5.

- Modules and primary foci:
  - Module M1 — Addressing Data Needs and Quality Concerns
    - High-Frequency Indicators
    - Source Data and Intermediate Statistics
    - Residential Property Price Indexes
    - Real Sector Statistics
    - External Sector Statistics: Current Account of the Balance of Payments; Financial Account of the Balance of Payments
    - Fiscal and Debt Reporting: Government Finance Statistics; Public Sector Debt Statistics
    - Other Prices + SDMX Data Standards; Data Dissemination and Use
    - Notes:
      - Distinction between GFS and PSDS remains in outcomes indicators, but no separation in CD activities in work plans.
      - Integrative BOP-IIP approach to CD (systematic reconciliation of stocks and flows).
      - CD tailored to addressing source data gaps (e.g., Big Data), with linkages to other workstreams.
      - RPPI workstream to be expanded to cover other price measures: Consumer Price Index, Producer Price Index, Export-Import Price Index, and Commercial Property Price Index.
  - Module M2 — Financial Access Survey (FAS)
    - Expand FAS questionnaire based on pilot data collection to extend fintech and gender-disaggregated coverage.
    - Include targeted technical assistance alongside regional training workshops.
    - Respond to requests/needs of countries and FAS Advisory Group recommendations.
  - Module M3 — Online Learning
    - Update foundational online courses from Phase I to align with new standards (e.g., SNA2025, BPM7).
    - Develop courses on targeted topics (e.g., international trade in goods and services, SDMX and national summary data pages).
    - Produce user-oriented short videos.
    - Translate curriculum into additional languages (e.g., Arabic, Russian) to reach FCS and expand blended learning.
  - Module M4 — Statistical Information Management / Data Dissemination and Use
    - Enhance data transparency, accountability and policymaking.
    - Support migration to SDMX and implement enhanced SDMX processes for timelier dissemination of key macroeconomic and financial data.
    - Modernize member countries’ NSDPs.
    - Focus on data use to strengthen CD impact monitoring (in response to evaluation).
  - Module M5 — Environment and Climate Change
    - Support compilation and dissemination of macro-relevant environmental and climate change statistics.
    - Strong integration with Modules 1 and 4 and with financial sector statistics on climate risk.
    - CD activities mapped to real and external sector, government finance statistics, and data dissemination workstreams.
    - Integrate use of Big Data where applicable.
    - Build on lessons from existing Switzerland-funded pilot targeting ten countries.

### Cross-cutting Features and Country Eligibility
- Continued integration with IMF surveillance and lending activities.
- Complementarity with other IMF CD workstreams (e.g., RCDC, FAD, MCM, FSSF).
- Coordination with development partners (e.g., World Bank, United Nations, Regional Development Banks).
- Country eligibility to be expanded beyond the LLMIC group on a case-by-case basis (e.g., FCS).
- Blended learning mainstreamed to increase integration between modules and CD efficiency and impact.
- Continuous engagement for programmatic and change management approaches to CD; use single-country training to bolster institutional capacity, especially in FCS.
- Field presence through long-term resident advisors to better support statistical development and assure sustainable CD outcomes (especially in FCS).

### CD Modalities, Coordination, and Monitoring
- CD modalities: blended learning, regional workshops, targeted technical assistance, long-term resident advisors.
- Coordination and complementarity: seek close coordination across IMF departments and external partners.
- Monitoring and results measurement:
  - Objectives to be presented in a strategic log frame to measure and monitor results at module, sub-module and workstream levels.
  - Independent evaluation to be conducted at midpoint in the phase; findings and recommendations will inform operations for the remainder of the phase and beyond.
  - Steering Committee (SC) to provide strategic guidance and endorse yearly rolling 18-month work plans.
  - Visibility to be maintained (website, social media).

### Budget and Resource Allocation (Timeframe: May 2025–April 2030)
- Summary budget signals:
  - Subtotal: 30.8-42.1
  - Trust Fund Management Fee (7%): 2.3-2.9
  - Total: 33.1-45.0
  - Table header: USD Million

- Table entries (as presented):
  - Modules
    - Phase I Phase II
  - Module 1
    - 18-20 20-22
  - Module 2
    - 4-5 3-4
  - Module 3
    - 6.5-8.5 5-6.5
  - Module 4
    - 0.5-14.5 2-5.5
  - Module 5
    - - 5-6
  - Program Management
    - 1.3 1.3
  - Governance and Evaluation
    - 0.4 0.3

- Budget drivers and rationale:
  - Budget for M2 and M3 will remain stable compared to Phase I.
  - Slight increase in budget for M1 reflects expected higher demand for CD on new data sources, including use of Big Data; and implementation of new statistical standards (BPM7/2025SNA).
  - Increase in budget for M4 reflects strong focus on data transparency through the IMF global data dissemination standards and will build on progress under the Japan-funded Project on Improving Data Dissemination for Globally Selected Countries.
  - New M5 will build on lessons from the Switzerland-funded pilot project targeting ten countries.

### Items for Discussion / Feedback Requested
