### Work Plan Implementation: From Challenges to Opportunities
- Program implementation overview covered CD activities, ad hoc advisory services, and online courses.
- CD delivery adjusted post-pandemic with a mix of remote, in-person and blended CD delivery.
- Cumulative expenses and cumulative mission counts tracked (source: CDMAP).

### FY23 HIGHLIGHTS (12 months into the work plan – May 2022 to April 2023)
- Total spending: $6.0m.
- CD activities: 81.
- Ad hoc advisory services: 55.
- Online courses: 18 offerings in FY23 — benefiting over 3,500 learners in 3 languages.
- Note: Capacity development (CD) activities include multi-country training workshops/webinars and technical assistance missions.

### Geographic Coverage and Major Beneficiaries
- Africa and Fragile and Conflict-Affected States (FCS) were major beneficiaries.
- 2/5 of work plan was implemented in Africa and FCS.
- 30 FCS were beneficiaries.
- Technical assistance: 63 missions benefitting 44 different countries.
- Training: 18 workshops/webinars/SPOCs benefitting 537 country representatives from 108 different countries.
- At the 12-month mark: emphasis on Africa and FCS.

### Module 1 — Addressing Data Needs and Quality Concerns
- Objectives: More impactful CD interventions, increased absorptive capacity, usefulness of ad hoc advisory services, restore networks eroded during the pandemic.
- Challenges: Transition to medium-term objectives slow for NAS, HFI, RPPI; mainly follow-up missions for GFS, PSDS; readjusting to in-person CD for ESS.
- FY23 implementation counts (Implemented in FY23 / Expected FY23 Implementation listed together):
  - RPPI: Implemented 139
  - HFI: Implemented 215
  - NAS: Implemented 2518
  - ESS: Implemented 3318
  - PSDS/GFS: Implemented 3925
- Selected success stories:
  - MIEG estimates supported by the D4D Fund; SARTTAC supported ANA and QNA compilation (including source data).
  - Bhutan on HFI: Successful launch of a first-ever monthly RPPI.
  - Cambodia on RPPI.
  - Sierra Leone on ESS: Unrecorded exports estimated leading to better coverage of the current account and a significant reduction in the BOP net errors and omissions.

### Module 3 — Online Learning
- Reported results:
  - About 10,000 participants in 44 offerings in 7 different courses in 3 languages benefitted from online learning curriculum.
  - Online courses launched in FY23: PSDSx, GFSx and BOP-IIPx in French and Spanish; NASx; CPIx.
  - 6 blended workshops (GFS, ESS, HFI).
  - Total of 204 participants from 99 countries in blended learning events.
- Emphasis on leveraging multilingual online learning courses for deeper impact of D4D-funded CD.
- High participation from low and lower middle-income countries and Fragile States (figures present in report’s charts).

### Module 2 and Module 4 — Financial Access Survey and Statistical Information Management
- M2 (Financial Access Survey): Reporting moving to pre-pandemic levels.
- M4 (Statistical Information Management, SIM): Objective to advance integration of technological advances into statistics compilation and dissemination with a focus on SDMX, aligned with recommendations in the 10th Review of the Data Standards Initiatives.
- Demand for CD in SIM remained low in FY23 as enhancing statistical information management is a more medium-term reform objective requiring IT investments.
- FY23 focus for SIM was Africa, in collaboration with the African Development Bank.

### Strategic Log Frame Interim Assessment
- Progress towards outcomes varied across work streams; most are expected to be largely or fully achieved by the end of Phase I.
- Outcomes fully or largely achieved for FAS and online learning, but need to be sustained.
- Progress more mixed on other work streams; an innovative approach tailored to FCS is proposed to accelerate results (pilot on use of a long-term expert on external sector statistics).
- Status indicators shown (Not Achieved / Partially Achieved / Largely Achieved / Fully Achieved) for work streams including GFS, NAS, ESS-1, ESS-2, RPPI, PSDS, FAS-4, SIM, FAS-1, FAS-3, HFI, FAS-2, OL.
