### Key drivers of capacity development (CD) needs on statistics
- Enduring demand for staple macroeconomic statistics to support inclusive growth, price stability, debt sustainability, financial stability, and addressing external imbalances (IMF Statistics Department).
- Growing demand for policy-relevant and timelier data driven by digital technologies, sustainability (climate change), demographics, and geopolitics.
- Changing CD needs as countries enter and exit fragility.
- Need to implement methodological and dissemination standards to compile policy-relevant, reliable, and cross-country comparable data, tailored to national statistical capacity and complementary to other CD delivery vehicles.
- Importance of advancing data standards to foster transparency.

### Medium-term outlook for LLMICs and rationale for a successor D4D
- Continued requirement for support in macroeconomic domains (real, external, government finance).
- Revisions to international methodological standards (BPM7 and 2025 SNA) motivate updated training and technical assistance.
- Climate and environmental statistics emerging as macro-relevant priorities requiring targeted CD.

### Proposed modular structure and expected outcomes (Modules M1–M5)
- M1 — Building Better Macroeconomic Statistics:
  - High-Frequency Indicators of Economic Activity.
  - Price Statistics (CPI, PPI, XMPI, RPPI, CPPI).
  - Strengthening National Accounts, including support in implementing 2025 SNA.
  - Strengthening balance of payments, international investment position and external debt statistics, including support in implementing BPM7.
  - Strengthening GFS/PSDS.
  - Objective: help countries compile and disseminate data in real, external, and government finance domains to support policy analysis, formulation, and detection of economic risks and vulnerabilities.
- M2 — Financial Access Survey (FAS):
  - Sustain and expand the FAS database collecting supply-side information on financial access and usage to inform policies addressing inequality in financial inclusion.
- M3 — Online Learning:
  - Produce new and/or update existing courses addressing BPM7 and 2025 SNA revisions to be launched in 2025.
  - Produce and launch data user-oriented short videos highlighting key changes in BPM7 / 2025 SNA.
  - Produce and launch new intermediate courses to complement foundational courses, facilitate blended learning, and support hybrid CD delivery.
  - Examples: international trade in goods and services; international reserves and integrated IIP; SDMX and NSDP.
- M4 — Advancing Data Dissemination and Use:
  - Support remaining countries to implement the first tier of the IMF Data Standards framework, the enhanced General Data Dissemination System (e-GDDS), by publishing data on a National Summary Data Page (NSDP).
  - Support e-GDDS countries to advance to the Special Data Dissemination Standard (SDDS).
  - Build on the Japan Sub-Account-funded Project on Improving Data Dissemination for Globally Selected Countries (commenced in 2021).
  - Develop and implement a program to strengthen CD impact monitoring, including systematic user outreach and integration across modules.
- M5 — Environmental and Climate Change Statistics:
  - Help countries compile and disseminate macro-relevant environmental and climate change statistics across domains that support national policymaking and complement the broader IMF climate agenda.
  - CD engagements will build on lessons from the existing SECO-funded pilot project and comprise country needs assessments aligned with national authority priorities.
  - Figure of eight products/programs: Air Emissions Accounts; Carbon Footprints; Mineral and Energy Accounts; Sustainable Finance; Physical and Transition Risk Indicators; Environmental Taxes; Environmental Activity Indicators; Government Environmental Expenditures; Energy Accounts.

### Delivery modalities
- SINGLE COUNTRY TRAINING: inclusion of training components in TA missions in exceptional circumstances to help low-capacity countries build institutional knowledge.
- CONTINUOUS ENGAGEMENT: in-between missions to move from pure CD delivery to change management approaches.
- LONG-TERM EXPERTS: sustained field presence where needed for groups of countries to reach statistical development results.
- MULTI-COUNTRY TRAINING: structured workshops on specialized topics targeted to groups of countries.
- TA MISSION: traditional CD delivery targeted to single topics and hands-on data capacity challenges.
- ONLINE LEARNING: asynchronous courses on foundational statistical concepts or policy relevance of specific indicators.
- BLENDED LEARNING: mix of asynchronous (self-paced) virtual and synchronous (in-person or virtual) training for greater CD impact.

### Strategic log frame and expected results
- Results-based management outcomes focus on:
  - Data Dissemination and Use: continue engagement on the DSI to enhance data transparency; continue D4D-I-supported migration to SDMX; focus on data use to strengthen CD impact monitoring.
  - Financial Access Survey (M2): continuity and expansion of FAS.
  - Online Learning (M3): updated and new courses aligned with BPM7 and 2025 SNA.
  - Better Macroeconomic Statistics (M1): broadly unchanged core objective to improve macro statistics.
  - Environmental and Climate Change Statistics (M5): new climate-related data sets compiled and disseminated.

### Other considerations and policy design choices
- Fundraising and timing:
  - Donors’ budgetary cycles impact fundraising timeline to start D4D Fund Phase II in May 2025.
- Integration:
  - Integration with IMF surveillance and programs (area departments).
  - Integration with other IMF CD work (RCDCs, other trust funds).
  - Coordination with other development partners (World Bank, regional banks, UN system, etc.).
- Country eligibility (proposals):
  - Extend eligibility (M1, M4, M5) to respond to CD needs of vulnerable non-LLMIC countries with statistical capacity constraints.
    - Within a ten percent range from the LLMIC ceiling as a permanent feature.
    - On a case-by-case basis, preferably at program level, but at least for Module 4 and Module 5.
    - To maintain engagement with countries initially in the LLMIC group if they leave the grouping during the phase.
    - To countries with an incomplete project at the end of D4D-I, even if the country classification changes.
- IMF Statistics Department expanding roster of short-term experts to include environmental accountants.
