### General Issues and Delivery Model
- Phasing of workstreams across fiscal years (FY2019–FY2023) with M2, M3, M4, and M1 activities scheduled and sustained over multiple years.
- Key lessons learned:
  - Diagnostic workshops produce country-owned work plans serving as foundations for efficient, impactful, and sustainable TA.
  - Close engagement with IMF country teams focuses statistics work on the most urgent economic risks.
  - Complementarity and coordination with other IMF CD vehicles and other CD providers multiply CD impact.
- Role of diagnostic workshops:
  - Diagnostic assessments of need and capacity of country authorities.
  - Training covering rationale, source data, methodology, compilation methods, and dissemination options.
  - Peer learning and exchange on best practices among countries with similar challenges.
  - Country work plans include baseline practices, mode of CD delivery, synergies with other CD providers, measures to address implementation risks, and endorsement by country authorities.
  - Work plans contain reform proposals, hands-on training using authorities’ own data, and assessment of progress versus country log frame milestones.
- Staffing/recruitment to support CD delivery:
  - D4D Program Manager.
  - One economist for PSDS CD.
  - Two financial sector experts for the FAS.

  - Workshop on survey techniques planned for FY20; administrative data work to start once bilateral donor projects phase out in FY21.
- Country examples:
  - Integrated macroeconomic statistics work in Uganda, Kosovo, Moldova improved GDP through better understanding of financial flows; work in Moldova resulted in data revisions relevant for financial sector stability regulations.
- Data illustration:
  - Contributions of service activities to the economy for selected countries (Bhutan, Nigeria, Senegal, Sri Lanka, Tanzania, Uganda) comparing 2010 and 2017.
