### Overview
- Hosted by the IMF in cooperation with JICA.
- Initiative for Macroeconomists of the Future.
- Main Lecturer: Jerry Schiff (PhD). Dr. Schiff currently teaches at George Washington University; previously he was Deputy Director of the Asia and Pacific Department of the IMF and held a number of senior positions at the IMF. He is also a visiting professor at the University of Tokyo Graduate School of Public Policy.
- Content: Lectures provide an overview of how the IMF analyzes macroeconomic issues, including through the use of its financial programming tool. Real country case studies of IMF surveillance and program activities will be discussed. Students will undertake their own analysis of a country case in a group presentation, using the tools introduced in the classroom.
- A Certificate of Participation will be granted to participants who complete this workshop.

### Target audience and logistics
- Target: Students on Master’s/ PhD degree programs interested in working for international organizations while developing expertise in macroeconomics, international finance, development economics, and related fields. Young scholars and undergraduate students can also apply.

### Learning objectives and pedagogical approach
- Introduce IMF financial programming tool and macroeconomic framework for analyzing member economies.
- Explain how IMF economists work at Headquarters and in the field and the IMF’s role in the international financial system.
- Teach simple tools for evaluating fiscal policy, monetary/exchange rate policies, and macro-financial linkages.
- Use country case studies to illustrate IMF surveillance and IMF-supported programs and to develop policy recommendations based on economic data and IMF staff reports.
- Provide hands-on experience through a group assignment where participants analyze country data and present policy recommendations.

  - 9:45-10:30 A. The role of the IMF in the global economy — role of the IMF in the international financial system; how an IMF economist works at Headquarters and in the field.
- Wednesday, January 11
  - 9:00-10:30 B. Financial Programming (1): The IMF’s macroeconomic framework — overview of IMF analysis, the financial programming tool, linkages between macroeconomic variables, and internally consistent projections.
  - 10:40-12:10 C. Financial Programming (2): From Baseline to Policies: Fiscal Policy — role of financial programming in identifying macroeconomic risks and vulnerabilities and developing policy recommendations in the fiscal sector; introduce simple tools for evaluating fiscal policy.

  - 9:00-10:30 D. Financial Programming (3): From Baseline to Policies: Monetary Policy — analyze the monetary sector using financial programming; introduce simple tools for evaluating monetary/exchange rate policies and macro-financial linkages.

  - 10:40-12:10 E. IMF Surveillance: The case of Turkey — country case to explain role of IMF surveillance and illustrate use of financial programming; use recent IMF staff reports to identify trends, risks, and policy recommendations.
- Friday, January 13
  - 9:00-10:30 F. IMF-supported programs: The case of Egypt — discuss role and process behind an IMF-supported program; case study to explore trade-offs in program design.
  - 10:30-10:40 Break.
  - 10:40-11:05 G. Introduction of Group Assignment — explanation of group assignment and Q&A on distributed material.
  - 11:05-12:05 H. Presentation by JICA.
  - Students use weekend time to prepare group presentations.
- Monday, January 16
  - 9:00-10:00 I. Group Presentations (1) — 4 groups; 30-minutes presentation per group including discussions. Each group will be assigned one country from Thailand, Italy, Mexico and Uganda and will use country data from IMF staff reports to diagnose prospects and risks and make policy recommendations.
