### India — progress on DGI-2 recommendations and operational developments
- Global Financial System Stage-1 enhancements and Stage-2 enhancements covering both the LBS and CBS: India has already started reporting data under the Committee on the Global Financial System.
- Rec II.12:

### Russia — reporting arrangements and data publication timelines
- FSIs and reporting:
  - Since 2017, seven obligatory FSIs transmitted by Bank of Russia to IMF quarterly. Since 2018, annual submission of two FSIs for OFCs.
- Rec. II.6:
  - Data reported to TRs includes Unique Transaction Identifier (UTI) whose format is aligned with international identifier format, but generation mechanism rules in Bank of Russia Ordinance # 4104 as of 2016 differ from CPMI-IOSCO UTI technical guidance.
  - Ordinance stipulates basic characteristics of entity(ies) responsible for generating UTIs and circumstances when UTI should be generated and life-cycle events affecting UTI.
  - Access by relevant foreign authorities to TRs data in the Russian Federation is allowed via indirect request through Bank of Russia.
- Rec. II.7: Bank of Russia publishes outstanding amounts of debt securities issued on domestic market monthly and quarterly at nominal value broken down by sectors, currency, maturity, and fixed/variable interest rates.

### Saudi Arabia — progress and key challenges
- Serious and sustained internal work to accomplish DGI requirements; key challenges include lack of private sector and household data and access to administrative records.
- Rec. II.8: Work underway to provide annual data for the financial and non-financial account; data availability remains a challenge, especially for the non-financial account and household data. Capacity building, enhanced data sources, and statistical infrastructure improvements are ongoing.
- Rec. II.10: IIP data collected and prepared in line with the BOP and IIP Manual and published quarterly; work underway to finalize preparation of IIP data by sectors in line with DGI requirements. Preparation of IIP by currency remains a challenge.
- Rec. II.11: SAMA, with BIS cooperation, succeeded in submitting LBS by residence and by nationality on a quarterly basis; SAMA has started working with BIS for reporting CBS in the near future.
- Rec. II.13: Implementing comprehensive quarterly and annual survey of FDI by country and economic activity, currently focused on inward investments to support CDIS recommendation.
- Rec. II.15: Central Government Data reported quarterly; General Government Data compilation in progress, constrained by staff capacity and readiness of some government entities. Way forward: automate collection from extrabudgetary units (EBUs).
- Rec. II.16: Government debt reported without issue; general government equals central government in Saudi Arabia in absence of state and local governments. Work advanced to include additional instruments and EBU data; dissemination is a good proxy of general government. Plan to include main public corporations.

### South Africa — compliance, partial gaps, and work in progress

- Partially compliant with 2021 targets:
  - Rec. II.6: BIS semi-annual survey not applicable; central counterparties and OTC derivatives outstanding remain issues.
  - Rec. II.7: on track per self-commitments.
  - Rec. II.10: OFCs and currency breakdowns being addressed via improved surveys.
  - Rec. II.11: except consolidated, intend to commence CBS feasibility study.
  - Rec. II.13: provide annual gross inward and outward flows on DI on asset and liability basis, but not on net basis; directional basis is a major challenge and being addressed with new surveys.
  - Rec. II.15: implementing GFSM2014; quarterly data needs improvement; datasets mix cash, cash adjusted and accrual.
- Work in progress and operational items:
  - Rec. II.5: report data for FSB annual global monitoring on NBFI but gaps remain for securities lending/borrowing and breakdown of financial corporations.

### Turkey — reporting updates and index development
- Rec. II.7: From Q4 2020 started reporting multiple BIS tables (Table 1.1, 1.2, 1.3, 2.1, 2.2, 3.1) covering debt securities issues/holdings with various breakdowns and market/nominal valuations.
- Rec. II.8: TurkStat compiles annual Non-Financial Sector Accounts; experimental quarterly sectoral accounts continued; integration planned to allow quarterly sectoral accounts.
- Rec. II.10: Currency composition tables for IIP for years 2016-19 compiled and reported to IMF.
- Rec. II.11: Domestic positions vis-à-vis residents in LBS not reported; domestic positions in domestic currency for CBS not reported yet but planned with CBS revisions in 2022.
- Rec. II.14: Turkey reports OFCs data in SRFs to IMF Statistics Department.
- Rec. II.16: 2018 intermediate target for central government debt met; PSDS debt data for other general government sub-sectors collected; general government debt dissemination planned soon.

### United Kingdom — transformation program and data initiatives
- ONS transformation to improve economic statistics and develop UK financial accounts to meet G20 DGI-2 and SDDS Plus; transformation continues post-2021 to deliver outstanding DGI-2 Recommendations.
- Regular publication of experimental statistics under Enhanced Financial Accounts for OFIs sectors S.123-S.127 and S.129 Pension Funds; experimental whom-to-whom matrices published Q4 2020 and Q4 2019 covering 15 ESA2010 sub-sectors and 22 ESA2010 financial instruments.
- Bank of England reviewing and updating processes to align UK with 2019 FSIs guidance; work scheduled to complete before end-2022. Reconciliation exercise caused delays; intention to share data with IMF up until Q4 2021 by end-May.
- Bank of England and ONS collaborating on a securities issuance and holdings database to improve Rec. II.7 statistics; first delivery phase went live in February 2021; next phase planned for mid-2023.
- Long-term workstream to achieve Rec. II.14 compliance; will take several years.

### United States — data contributions and recent releases
- Participates in and supplies data to FSB annual global monitoring exercise on NBFI, including Financial Accounts (Rec. II.5).
- June 12, 2018: CFTC published final rules removing Indemnification Requirement for access to swap data held at swap data repositories and establishing process for access. SEC had a similar procedure earlier. No remaining legal barriers to access after Congressional repeal of statutory indemnification requirement in 2015 (Rec. II.6).
- FRB reports nearly all holdings of debt securities at market value (Rec. II.7).
- BEA developing quarterly data for non-financial transactions by institutional sector to OECD (Rec. II.8).
- BEA and FRB working to produce additional sectoral accounts (Integrated Macroeconomic Accounts) for mutual funds and money market mutual funds; BEA released a working paper with current and capital accounts for investment funds.
- FRB publishes Distributional Financial Accounts for household balance sheet by four percentile groups of wealth; BEA started publishing distributional results on income in line with national accounts totals (Rec. II.9).
- December 2021: BEA released new statistics on US debt positions by currency, sector, and maturity, meeting remaining targets in Rec. II.10.

### Netherlands and Spain — non-G20/EA member progress summaries
- Netherlands (non-G20 FSB member):
  - Committed to implementing all DGI-2 recommendations and participating in monitoring program.
  - Implemented nearly all DGI-2 recommendations; cooperation between Statistics Netherlands and The Netherlands Bank facilitated implementation.
  - Published initial Dutch CPPI covering 2008 to 2020 quarterly, improved sectoral accounts and BOP datasets, improved NBFI data collection facilitating FSB NBFI monitoring, and started periodic reporting of SFTs to FSB.
- Spain (non-G20 FSB member and EU/Euro area member, SDDS Plus adherent):
  - Broadly covered DGI-2 recommendations due to cooperation between Banco de España and INE.
  - Sectoral accounts: almost all breakdowns disseminated nationally and/or included in Eurostat/ECB requirements. Remaining targets available in internal databases transmitted in 2019 to international organizations as requested.

- Mexico: Quarterly financial accounts and balance sheets transmitted in September 2021; only consolidated general government missing; moved from red to green for quarterly frequency.
- Russia: Only main instruments (F1-F6, F8) provided for annual and quarterly; Bank of Russia compiles separate data for S121 and S122 internally; no consolidated data reported. Bank of Russia started providing OECD FWTW data on currency and deposits quarterly and compiles FWTW tables annually for all instruments internally. Plans to provide FWTW for debt securities and loans by 2021.
- South Africa: Annual high-level unbalanced stocks for S14+S15 only; missing sub-instruments F1, F51, F7 in annual non-consolidated transactions; quarterly non-consolidated transactions reported with sub-instrument gaps; no consolidated general government data. Experimental non-consolidated stocks and transactions available quarterly and annually from 2010 onwards; expected early 2022 to meet most minimum targets except F66 and F72 and some encouraged targets. Will work toward consolidated submissions.
- Turkey: All target requirements met.
- United Kingdom: Annual and quarterly missing sub-instruments of F52 and F7, and sectors S121, S122, S123. Quarterly consolidated general government data missing.
- United States: Financial derivatives F7 not reported for quarterly and annual frequencies.
- EU/EA: Annual no disaggregated data for F71+F72; colouring moved from amber to green for annual. Quarterly no disaggregated data for F61+F66; quarterly data for S121 and S122+S123 published since July 2019; separate S123 not disseminated. Quarterly consolidated general government missing; euro area aggregates almost complete but consolidated EU aggregates cannot be compiled.
- Netherlands: S122 and S123 not provided separately on a quarterly basis. Quarterly consolidated general government data transmitted to OECD; Netherlands becomes green for quarterly frequency.
- Spain: All targets met.
- Switzerland: Annual instrument breakdowns missing for loans (F4), equity (F51), financial derivatives and employee stock options (F7), other accounts receivable/payable (F8). Quarterly financial accounts and balance sheets not transmitted.
