### Overview
- This is the thirteenth periodic report on the incidence of Longer-Term Program Engagement (LTPE), providing information through June 27, 2012.
- Prepared by Strategy, Policy, and Review Department. Approved by Siddharth Tiwari on July 5, 2012.

### Definition and Coverage of LTPE
- LTPE occurs when a member has spent at least seven of the past 10 years under Fund-supported financial arrangements.
- Fund financial arrangements that qualify for the definition of LTPE are those drawing on upper credit tranche GRA or PRGF-ESF/PRGT resources, or any blend of the two.
- Arrangements or uses that do NOT count toward LTPE:
  - An outright purchase under the ESF, RAC, RCF, ENDA/EPCA, or RFI.
  - Time spent under the Policy Support Instrument (PSI).
  - The precautionary use of the Flexible Credit Line (FCL) or Precautionary and Liquidity Line (PLL).
  - GRA or PRGT resources that remain undrawn throughout the arrangement.

### Ex Post Assessment (EPA) Requirements
- An Ex Post Assessment (EPA) is required for members considered as having LTPE that wish to request successor arrangements, provided at least five years have passed since the last EPA for the member.
- The Executive Board approved modifications to EPA procedures on August 28, 2009; these changes are discussed in the Revised Guidance Note for Ex Post Assessment of Members with Longer-Term Program Engagement.

### Key Findings and Status (as of June 27, 2012)
- Number of members meeting the LTPE definition: 15 members, all PRGT eligible (with Armenia and Georgia currently having both PRGT and GRA arrangements).
- Changes since the last report:
  - Added to LTPE status: Burundi and Grenada.
  - Ceased to meet LTPE definition: São Tomé and Príncipe and Zambia.
- Ex Post Assessments discussed by the Executive Board: 53 members.
- Additional LTPE EPAs considered since the last update: 6 members — Burundi, Malawi, Nicaragua, Niger, São Tomé and Príncipe, and Republic of Serbia.
- EPA actions contingent on successor arrangement requests:
  - EPA updates required for Armenia and Burkina Faso.
  - An EPA report (rather than an EPA update) required for Grenada.

### Table and Listing Notes
- The report includes a table of Ex Post Assessments considered by the Executive Board and members' LTPE status (as of June 27, 2012).
- Table notes clarify:
  - Excludes the Policy Support Instrument (PSI) when assessing arrangements and LTPE status.
