### Overview
- Report updates the set of tables on key trends in implementation of the Fund’s transparency policy with information on documents issued to the Board through December 2011.
- Prepared by the Strategy, Policy, and Review Department, in consultation with other Departments, and approved by Siddharth Tiwari (July 16, 2012).

### Publication definition and methodology
- "Publication refers to documents considered by the Board during the calendar year, and published within six months of the end of the calendar year; e.g. the publication rate for 2011 refers to the documents discussed by the Board in 2011 and published by June 30, 2012."
- "Data include documents issued for the Board's consideration in a meeting or on a lapse-of-time basis."
- Notes clarify scope and exceptions, including:
  - Policy papers included only for those policy papers for which publication is presumed under the Transparency Policy.
  - ROSCs include initial ROSC assessments and reassessments produced by the IMF, as well as the World Bank and, in the case of AML/CFT ROSCs, by FATF and FSRB, issued on a stand-alone basis or in FSSAs.
  - Country-specific documents are published on a "non-objection basis" from the member country, with technical delays typically not exceeding a few business days.
  - Because a single report can have deletions falling into multiple categories (e.g., exchange rate, financial sector and/or other areas), there is no fixed relationship between columns in the deletions table.

  - Calendar-day publication lags between the Board date and the publication date for Article IV/UFR documents considered in 2011, listing both shortest and longest lags and the corresponding members (examples of entries include zero-day lags and multi-hundred-day lags).

### Key procedural and interpretive points presented in the report
- Publication performance monitoring is done regularly and the set of tables is an update to the previous Key Trends (Key Trends in Implementation of the Fund's Transparency Policy (07/06/11)).
- Publication accounting is tied to Board consideration dates and a six-month publication window measured from the end of the calendar year in which the Board consideration occurred.
- The scope of counted documents includes documents issued for Board consideration both in meetings and on a lapse-of-time basis.
- Deletions in staff reports are tracked and categorized, with special attention to exchange-rate and financial-sector deletions.
