Target Audience

This regional course is aimed towards Mid to Senior level officials in the Ministry of Finance, Macro-fiscal, SOE Oversight, Debt Management or Budget Departments in SARTTAC member countries.

Participants should have experience in analyzing, managing or reporting fiscal risks.

Course Description

This one-week course identifies the key sources of fiscal risk facing governments and sets out key mitigation actions and institutional arrangements that can be taken. The course will explore in detail risks associated with macroeconomic issues, government guarantees and loans, State-Owned Enterprises and Public Private Partnerships and provide participants the opportunity to use the IMF-Fiscal Risk Tools available to support the management of fiscal risks. The course makes use of lectures, exercises, and groupwork to ensure that participants gain practical experience that is useful for their jobs and provides an opportunity to share country experiences.

Course Objectives

On completing the course, the participants should be able to: 

  • Understand the main sources of fiscal risks that affect governments. 
  • Recognize the significance and components of a Fiscal Risk Statement and Register. 
  • Understand profitability, liquidity and solvency risks and mitigation strategies for State-Owned Enterprises.
  • Demonstrate and understanding of the techniques and tools available to manage fiscal risks.
  • Analyze risks from government loans and guarantees. 
  • Foster collaborative approaches among participants to share best practices and innovations in fiscal risk management across different governmental contexts.
