Summary:

The review is the latest periodic assessment of IMF-supported programs, covering performance in 133 programs ongoing between September 2011 and end-2017. Programs during this period were defined by protracted structural challenges and hampered by the persistently weak global environment. Three-quarters of programs are found to be successful or partially successful in achieving their objectives. Key issues explored in the review include: the optimism of macroeconomic projections; the quality of fiscal adjustment; debt sustainability issues; the focus and implementation of structural conditionality; the role of ownership; and the tailoring and evenhandedness of programs. Based on the findings, the paper draws lessons for future program design, in line with the IMF’s commitment to learning.
