### Purpose and overarching goals
- The 2026 Review of Program Design and Conditionality (ROC) is the first review to take place since the COVID pandemic.
- The review aims to ensure that IMF-supported programs help member countries:
  - restore medium-term external viability,
  - build resilience against an uncertain and evolving international context by resolving balance of payments imbalances,
  - rebuild policy space,
  - strengthen policy frameworks.
- These objectives are framed as critical to safeguarding macroeconomic stability and fostering sustainable and inclusive growth.
- Main themes the review will center on:
  - implementing realistic, credible, and balanced macroeconomic adjustment,
  - ensuring robust program design under high uncertainty,
  - encouraging timely engagement with the Fund,
  - resolving cases of persistent balance of payments needs,
  - adequacy of program financing.

### Public consultation scope, dates, and participation
- Consultation open period:
  - Public Consultation open from March 26, 2026–April 30, 2026 (extended to May 14, 2026).
- Responses and participation:
  - A total of 83 responses were received.
- Targeted and invited participants:
  - Stakeholders from all over the world covered by the 2015 Guidelines on the IMF Staff Engagement with Civil Society Organizations (CSOs) are invited, including:
    - Non-governmental organizations (NGOs) and CSOs
    - Business forums
    - Faith based organizations
    - Youth organizations
    - Labor unions and professional organizations
    - Local community groups
    - Philanthropic and charitable organizations
    - Gender and women’s associations
    - Local organizations of persons with disabilities
    - Social movements (including representatives of the informal sector and rural areas)
    - Academics
    - Research centers
    - Think tanks
- Survey logistics:
  - The public consultation solicits written inputs through an open-ended survey centered around key questions.
  - There are 5 survey questions.
  - Completing the survey should take approximately 20 minutes.
  - Survey materials and the survey are available in English, French, Spanish, and Arabic.
  - All responses must be submitted electronically through the online form ideally by April 21, 2026, and no later than April 30, 2026.

### Consultation process and timeline (three phases)
- Phase 1. Awareness Raising Meeting:
  - A virtual session to introduce the review and consultation process took place on July 17, 2025.
- Phase 2. Online surveys:
  - Stakeholders’ views solicited through online surveys primarily aimed at country authorities, IMF Executive Directors, IMF Mission Chiefs, private sector representatives, and CSOs (Fall 2025) and a public consultation open to all stakeholders (Spring 2026).
  - The public consultation collects written inputs through the open-ended survey (5 questions, ~20 minutes).
- Phase 3. Follow-up discussion(s):
  - Virtual/hybrid meeting(s) with those who participated in phase 2 to share findings, dig deeper into feedback, and provide updates on the whole review process.

### Key procedural notes
- The ROC focuses on program design elements under high uncertainty and on program financing adequacy.
- The consultation renewed invitations to CSOs and the private sector to share views and is open to all non-media stakeholders.
- Survey completion requirements:
  - Responses must be submitted electronically via the online form without exception.
