### Course description and core content
- Virtual Training to Advance Revenue Administration (VITARA) is a joint initiative of the Inter-American Center of Tax Administrations (CIAT), the Intra-European Organization of Tax Administrations (IOTA), the International Monetary Fund (IMF), and the Organization for Economic Co-operation and Development (OECD).
- Launched in 2020 to develop a highly effective, globally accessible, on-demand, and affordable online training curriculum on revenue administration issues.
- Module scope:
  - Introductory-level coverage of fundamental concepts related to strategic management of a tax administration.
  - Overview of different plans tax administrations create in relation to strategy and its implementation.
  - Explanation of content, timeline, resources, and tasks needed to develop a plan.
  - Description of different planning phases and the hierarchy of plans.
  - Identification of common challenges and risks leaders of tax administrations face.
  - Discussion of common mistakes and international good practices to follow in strategic management of a tax administration.
