      "content": "- The regional workshop begins with a foundational discussion on integrating a fiscal strategy into a Medium-Term Fiscal Plan (MTFP) and the related documentation, including a Fiscal Strategy Paper (FSP).\n- Participants are introduced to policy analysis concepts, including multi-criteria analysis and cost effectiveness.\n- A panel discussion addresses monitoring results with program and performance objectives to help participants evaluate budget and policy outcomes."

      "content": "- Strategy setting and fiscal documentation (Day 1 and the first session of Day 2):\n  - Relationship between strategy setting and the MTFP.\n  - Preparation and contents of the Fiscal Strategy Paper (FSP).\n  - Generating and/or identifying necessary information such as:\n    - domestic and international economic outlooks,\n    - projections of medium-term revenues/expenditures,\n    - fiscal balances,\n    - debt levels,\n    - policy/expenditure priorities,\n    - risks to the budget.\n- Policy analysis and analytical tools (second session of Day 2 and Day 3):\n  - Training using a simple Excel tool to conduct policy and cost/benefit analyses, including multicriteria analysis and cost effectiveness.\n  - A homework assignment will be given to be discussed on Day 3.\n- Budget management, monitoring, and evaluation (Day 4):\n  - Panel discussion on managing the budget with program and performance budget (PPB) measures.\n  - Specialized topics including gender, climate change, and green budgeting.\n  - Methodology for incorporating PPB measures into the monitoring and evaluation system.\n  - Panelists will identify how other governments' PPB evolution can help those just starting on this method."
