### Target audience and qualifications
- Target Audience:
  - Mid to senior level officials from Finance Ministries/Departments with relevant experience in budget formulation and other PFM functions.
- Qualifications:
  - Priority will be given to officials engaged with the budget formulation functions at the central or state government level.

### Course description
- The regional workshop begins with a foundational discussion on integrating a fiscal strategy into a Medium-Term Fiscal Plan (MTFP) and the related documentation, including a Fiscal Strategy Paper (FSP).
- Participants are introduced to policy analysis concepts, including multi-criteria analysis and cost effectiveness.
- A panel discussion addresses monitoring results with program and performance objectives to help participants evaluate budget and policy outcomes.

### Course objectives and instructional components
- Strategy setting and fiscal documentation (Day 1 and the first session of Day 2):
  - Relationship between strategy setting and the MTFP.
  - Preparation and contents of the Fiscal Strategy Paper (FSP).
  - Generating and/or identifying necessary information such as:
    - domestic and international economic outlooks,
    - projections of medium-term revenues/expenditures,
    - fiscal balances,
    - debt levels,
    - policy/expenditure priorities,
    - risks to the budget.
- Policy analysis and analytical tools (second session of Day 2 and Day 3):
  - Training using a simple Excel tool to conduct policy and cost/benefit analyses, including multicriteria analysis and cost effectiveness.
  - A homework assignment will be given to be discussed on Day 3.
- Budget management, monitoring, and evaluation (Day 4):
  - Panel discussion on managing the budget with program and performance budget (PPB) measures.
  - Specialized topics including gender, climate change, and green budgeting.
  - Methodology for incorporating PPB measures into the monitoring and evaluation system.
  - Panelists will identify how other governments' PPB evolution can help those just starting on this method.
