- The training is presented by the TADAT Secretariat and focuses on the Tax Administration Diagnostic Assessment Tool (TADAT), which provides a 360-degree diagnostic of the performance of a tax administration using nine performance areas and 28 indicators.
- TADAT assessments focus on the administration of the following core taxes:
  - Goods and Services Tax (GST)
  - Corporate Income Tax (CIT)
  - Personal Income Tax (PIT)
  - Pay As You Earn Amounts (PAYE)

### Target Audience and Qualifications
- Target Audience:
  - Participants who hold a position at the middle management level or higher in a federal revenue administration.
- Qualifications:
  - Participants are expected to have at least 5 years' experience in revenue administration at the middle management level.

### Course Content and Methodology
- The workshop covers:
  - The design principle and purpose of TADAT.
  - The scoring methodology for each of the performance areas and indicators based on the TADAT Field Guide.
  - The pre-assessment, assessment, and post-assessment phases of a TADAT diagnostic.
  - How to prepare a quality Performance Assessment Report (PAR).
- Practical components:
  - Discussion sessions with practice exercises and case studies mimicking real life situations.
  - Preparation for participating in an assessment of the participant's own administration during the pre-assessment phase.
- Application scope:
  - The performance assessment can be used at the national or sub-national system-wide level.
  - In large federal countries, regional guided assessments can identify regional variations and specific weaknesses.

### Assessment and Certification
- A one-hour TADAT online exam is conducted during the workshop.
- Certification criteria:
  - Those who pass the exam (75 percent correct response) will receive a TADAT certificate.
- Post-course opportunities:
  - Following successful completion of the course, participants who have some international experience may be invited to participate in conducting TADAT assessments in other countries.

### Course Objectives and Expected Outcomes
- Upon completion participants will be able to:
  - Understand the detailed methodology for conducting TADAT assessments.
  - Apply TADAT either as an internal benchmarking tool in their own administration or participate in peer-to-peer reviews for other jurisdictions.
- Expected capabilities:
  - Conduct or contribute to national, sub-national, or regional TADAT diagnostics using nine performance areas and 28 indicators.
  - Prepare quality Performance Assessment Reports (PARs) and engage in all phases of a TADAT diagnostic.
