### Target Audience
- Officials from Public debt management office, Fiscal Policy Department, Treasury Operations Department, or the Central Bank of Sri Lanka responsible for providing advice or implementing debt management policies
- Participants to be nominated by Ministry of Finance, Sri Lanka

### Qualifications
- Some knowledge of economics and basic Microsoft Excel skills are necessary.
- Strong recommendation: complete the online IMF course on Medium Term Debt Management Strategy (MTDSx) prior to the workshop.

### Course Description
- One-week in-country training providing in-depth understanding of the IMF-World Bank MTDS framework and the MTDS Analytical Tool (MTDS AT).
- Purpose: assist government authorities in strategic decision-making regarding new borrowings and debt portfolio management aligned with preferences for cost and risk.
- Training format:
  - Lectures and exercises.
  - Hands-on work using real country data.
  - Group work to conduct scenario analysis and strategic decision-making using the MTDS AT.
- Pre-workshop requirement: participants must prepare debt data extracted from their respective debt recording systems for use in the MTDS AT tool.

### Course Objectives (learning outcomes)
- Demonstrate a refined understanding of debt management strategy formulation.
- Use the MTDS Analytical Tool proficiently.
- Independently generate debt financing scenarios using the Analytical Tool.
- Model the impact of market rate shocks and identify potential vulnerabilities in the debt portfolio.
- Formulate the debt management strategy and prepare the corresponding strategy document with the Analytical Tool.
