### Workshop overview
- Event: four-day training workshop co-organized by the Malaysian Tax Academy, the IMF Fiscal Affairs Department, and the Regional Office for Asia and the Pacific (OAP).
- Date and location: Dec. 6, 2019, Selangor, Malaysia.
- Participation:
  - About 20 senior tax administration officials from 16 countries across Asia and the Pacific attended.
  - 19 participants learned about the Tax Administration Diagnostic Assessment Tool (TADAT) through lectures and hands-on activities.

### Tax Administration Diagnostic Assessment Tool (TADAT)
- Purpose and scope:
  - Provides the international-standard methodology for assessing tax system performance across taxpayer registration data bases, risk management, and timely payment of taxes.
  - Assists in assessing effective resolution of tax disputes, the efficiency of revenue management, and the accountability and transparency both of tax administrators and taxpayers.
- Learning format:
  - Combination of lectures and hands-on activities to apply the TADAT methodology.

### Instructors, peer learning, and knowledge exchange
- Instructors included experts from Australia, Japan, and the IMF.
- Participants shared knowledge and experience with each other as peers, reinforcing practical learning and cross-jurisdictional exchange.

### Key messages and expected impacts
- OAP Director Chikahisa Sumi emphasized that the IMF stresses capacity building activities that support better economic outcomes and policies.
  - Quote: “The TADAT, by helping to assess and improve tax administration systems, has a direct link to both since it helps drive more efficient domestic revenue mobilization and bolster funding to underpin public policies that can support more inclusive and sustainable growth.”
- Participant feedback highlighted applicability and intent to cascade learning:
  - Quote from Aruna Samantha Kulappuwa Wadu (Sri Lankan tax agency): “We all, and I personally very much, benefitted from this training and I look forward to carrying my new knowledge back to Sri Lanka to share with my colleagues.”

### Implications for tax administration and policy
- Strengthening tax administration systems through TADAT is positioned to:
  - Improve domestic revenue mobilization.
  - Bolster funding for public policies that support more inclusive and sustainable growth.
- The workshop demonstrated a model for building new training partnerships between national academies and international institutions to increase regional capacity in tax administration.
