      "content": "- A case of \"exceptionally high uncertainty\" is characterized by all of the factors set out in paragraph 13 of the paper.\n- Fund-supported UCT arrangements in such cases require demonstrating that medium-term external viability is being restored and that the program can resolve the member’s Balance of Payments (BoP) problem.\n- Program design approach in such cases:\n  - Set out two fully elaborated scenarios covering both a baseline and a downside scenario.\n  - Demonstrate that a Fund-supported program could work in both scenarios.\n  - Scenarios must be sufficiently separated to generate confidence the program could succeed and restore medium-term external viability despite ongoing shock uncertainty.\n- Members need:\n  - Capacity and commitment to implement a UCT arrangement in such circumstances.\n  - To provide the necessary data for Fund monitoring.\n  - In some cases, a Staff Monitored Program or Program Monitoring with Board involvement might be necessary first to establish a track record."

      "content": "- The Board established a procedural safeguard for early consultation with Executive Directors about engagement under exceptionally high uncertainty to determine whether these circumstances are present and whether the Fund is prepared to accept the risks that a UCT arrangement would entail.\n- Directors endorsed the use of the procedural safeguard set out in paragraph 18 of the paper for an initial engagement with Executive Directors.\n- Some Directors called for broader engagement than set out in the paper; a few called for a formal Board meeting."
