Niger remains confronted with persistent security challenges, institutional constraints, and an acute susceptibility to climate shocks. In 2025, the security environment deteriorated further, with terrorist attacks and fatalities surpassing previous records. Additionally, the severe flooding witnessed in 2024 recurred in 2025, compounding the country’s vulnerabilities and straining finances.
