      "content": "- International reserves:\n  - Are the first line of defense in a crisis.\n  - Because of their high cost, they are unevenly distributed, with most held by advanced economies and larger emerging market economies.\n- Pooled resources (IMF, swap lines, regional financing arrangements):\n  - Are a more efficient way of insuring against crises.\n  - Swap lines and regional financing arrangements have grown considerably over the past two decades, but they are still available only to a limited group of countries."
