### Analysis to identify debt vulnerabilities
- The IMF conducts analysis covering both global or regional debt trends and country-specific assessments, including Debt Sustainability Analyses (DSAs).
- Purpose of analysis:
  - Identify debt risks.
  - Provide advice on how to address debt risks as early as possible.

### Debt crisis prevention (multi-pronged approach)
- Prevention tools and activities include:
  - Fostering debt transparency and improving public sector debt data.
  - Supporting capacity development for prudent public debt management frameworks, including formulation of a medium-term debt management strategy.
  - Developing local currency bond markets.
  - Exploring adaptations of the IMF’s analytical tools and policies to mitigate debt risks.
- The IMF coordinates with partners on a multipronged approach to address debt vulnerabilities and engages with G20 operational guidance and public debt transparency initiatives.

### Debt crisis resolution and international debt architecture reform
- Debt resolution can combine policy adjustment and measures to restore growth; when policy adjustment is insufficient, debt restructuring may be necessary.
- An IMF-supported program can complement a member country’s debt restructuring by providing macroeconomic policies and fresh financing to enable a return to medium-term viability.
- The IMF supports efforts to improve the international architecture for sovereign debt restructurings to enable faster and more effective debt reduction.
- Reform priorities addressed include:
  - Improving frameworks and tools for restructuring both domestic and external sovereign debt.
  - Strengthening contractual and institutional frameworks to address collective action problems in sovereign debt restructuring.
  - Reviewing and adapting IMF policies related to lending into arrears, sovereign arrears policies and perimeter, and public debt limits in IMF-supported programs (including reforms and guidance issued in November 2020 and May 25, 2021, and earlier reforms noted from November 14, 2014).
  - Utilizing mechanisms and initiatives aimed at providing debt treatment and relief in crisis contexts and for low-income countries.
