On the expenditure side, wage bill estimates incorporate 13th-month pay awards every three years in accordance with the lunar calendar; projections assume that, to adjust to lower oil prices, capital spending falls as a percentage of GDP over the medium term as large-scale projects currently being implemented are completed and that spending in the January and April 2015 fiscal packages is not repeated.
