### 目的
- PCI是向所有IMF成员国提供的非融资性工具。
- PCI使IMF能够与各成员国开展更为密切的对话，并让其政策获得IMF的认可。
- PCI的功能包括：
  - 设计和实施宏观经济政策规划，以： (1) 预防危机，建立抵御外部冲击的缓冲；(2) 加强宏观经济稳定；(3) 解决宏观经济失衡问题；
  - 展现经济改革的承诺；
  - 释放来自官方债权人（包括区域性融资安排）和/或私人部门的融资。

### 审查方式与时间安排
- 审查的完成可以延迟三个月，以便当局实施逾期的政策，采取纠正措施，或调动所需的资金来弥补资金缺口。
- 如果审查推迟时间超过三个月的缓冲期，其就无法再完成，工作人员将向IMF执董会提供一项中期表现更新报告供其参考。
- 当成员国从PCI过渡到一项新的IMF安排时，在有限的情况下，审查可以在三个月缓冲期之后的额外30天宽限期内完成。
- 对于每半年进行一次审查的PCI，如果15个月内未完成审查（从执董会批准PCI或上次已完成审查的预定审查日期计算），将导致PCI自动终止。
- 对于审查更加频繁的PCI规划，自动终止期将按比例减少（并且不会短于12个月）。

### 监测方法
- PCI采用基于审查的方法来监测规划的目标，从而无需为未完成的目标申请豁免。
