Course Description

A fundamental initial step in administering taxes is taxpayer registration and numbering. Registration and numbering of each taxpayer underpins key administrative processes associated with filing, assessment, payment and collection.
This course will discuss the use of a unique identifier to facilitate routine identification of taxpayers, how to maintain a database of sufficient accuracy to assist interactions with taxpayers, the mechanisms used to remove dormant registrations and approaches to detect unregistered business and individuals especially those representing high revenue risks. Areas covered during the workshop include:

  • Efficient registration approaches;
  • The use of technology to speed the registration process;
  • How to utilize third party data in identification of non-registered taxpayers;
  • Understanding how the data can be used to improve tax administration;
  • Understanding your Arrears; and
  • Tools and techniques to keep the registrations data base up to date.

At the completion of the workshop participants will be equipped with tools to support them in the management of Taxpayer Registrations and will have developed a country action plan to implement upon return to their agencies.

Course Objectives

The collection and delivery of the revenue for Government and the community is a critical role of tax administrators. This course aims to provide the participants with exposure to the fundamentals of effective and efficient registration management to minimise the likelihood of taxpayers avoiding their obligations by remaining unregistered or being uncontactable. The course will include group participation, leading to each participating country developing an action plan to take back to their respective countries for consideration and implementation.
