    Target Audience

    Mid- to senior-level officials from state finance departments. The workshop will be most useful to officials with some decision-making authority and who are responsible for writing and/or overseeing sections of state budget documents and budget communications.

    Qualifications

    Priority will be given to officials currently engaged in macro fiscal planning and forecasting, expenditure and revenue policy, and budget formulation. Participants should possess good English language-writing skills.

    Course Description

    Modern public financial management practices stress the importance of transparency, accountability, and credibility in budgeting to promote government objectives. The budget is both a policy tool and a critical entryway for understanding the budget. This workshop will provide officials with the principles needed to strengthen budget transparency and documentation. This workshop covers a broad range of budget documentation that promote budget transparency. Participants will identify their key budget documents. Best practices on documentation will be covered, with participants identifying mechanisms to enhance budget transparency through improved documentation.

    Reforms are underway to improve budget documents in states, including Tamil Nadu and will be highlighted at the workshop. Sessions will cover key budget documents and what information is important. A session on enhancing the effectiveness of existing documents will allow participants to evaluate one of their current documents.  The requirements and benefits of a good transparency portal will also be covered.

    Course Objectives

    The workshop has three main objectives:

    • to provide participants with an understanding of key budget documents
    • enable participants to promote the budget through clear, concise budget documents that are easy to find and understand


    On completion of the workshop, participants should be able to:

    • Understand the principles of clear budget documentation
    • Identify core budget policy elements and themes to build into narrative
    • Assess target audiences and draft documents with these audiences in mind 
    • Improve the clarity and reduce the density of budget documents
    • Write more clearly, without jargon, and with adequate explanation of technical terminology for a non-specialist audience
    • Understand the benefits of establishing a transparency portal to provide easy access to budget and other fiscal documents
