Target Audience:
- Officials who work on reporting data for BCG at the CGA who will have responsibility for producing GFS data or will need to analyze the data and understand it.
- Other relevant officials from the Ministry of Finance.
Qualifications:
- No specific qualifications other than a good understanding of the reporting requirements and data for BCG.
Pre-requisites:
- Knowledge of the current reporting standards for BCG.

Purpose:
- Support India’s commitment to meeting the G20 Data Gaps Initiative (DGI) Recommendations II.15 and II.16 by focusing on Recommendation II.15.
Focus:
- Equip officials, mainly from India’s CGA, to translate reporting data for India’s budget central government (BCG) into the GFS framework.
Content areas:
- Main components of the GFS framework on revenue, expenditure, and financing.
- Comparisons between the GFSM 2014 framework and current reporting standards for BCG.
Pedagogy and practical work:
- Participants will be separated into groups to generate GFS data for BCG using reported data for BCG.
- Each group will present its generated GFS data to other groups and compare results.

Primary objective:
- Enable participants with a good understanding of the reporting requirements for India’s BCG to gain knowledge on the GFSM 2014 framework.
Expected outcomes:
- Reach a consensus with the faculty on the correct mapping of reported data to the GFSM 2014 framework.
- Enable India to partially achieve the GDI Recommendation II.15 by producing BCG GFS.
Further work noted:
- Additional work will be required to increase coverage to include state government GFS to fully satisfy the recommendation.
