The forum will convene high-level officials from Ministries of Finance. This includes vice-minister/ permanent secretary level representatives responsible for PFM functions including but not limited to treasury, budget, and fiscal policy, as well as high-level officials in charge of digitalization efforts within the Ministry such as Vice-ministers or Directors General of Information Technology or Chief Digital Officers.

Course Description
This two-day forum will facilitate strategic discussion at a senior policymaking level on sustainable approaches to PFM digitalization and capacity development in Southeast and South Asia. It will address challenges and opportunities in anchoring digital PFM reforms within broader public sector modernization strategies and provide a platform for peer learning and strategic engagement. The forum will also explore approaches to institutional coordination, reform sequencing, and aligning leadership across technical and policy domains.
Course Objectives
- Provide a platform for senior leaders from Ministries of Finance and related IT support functions to learn from peers and engage with seasoned PFM and digitalization experts.
- Facilitate strategic dialogue among policymakers, academia and leaders from professional organizations, civil society, and private sector to shape the direction of PFM digitalization.
- Discuss strategies for positioning PFM digitalization as an enabler of fiscal governance and advancing national priorities such as inclusion, climate resilience, or transparency.
- Identify approaches to foster institutional coordination, long-term planning, and leadership development across ministries and levels of government.
- Reflect on addressing key challenges such as the political economy of change, talent retention, stakeholder alignment, and reform sequencing.
