Tewodaj Mogues

Tewodaj Mogues is a Senior Economist in the African Department of the International Monetary Fund (IMF), and until 2024, she worked in the Expenditure Policy Division of the Fiscal Affairs Department. Before joining the Fund in 2018, she was Senior Research Fellow at the International Food Policy Research Institute (IFPRI), where she was based since completing her PhD in Agricultural and Applied Economics at the University of Wisconsin-Madison in 2005. Over the past two decades, Tewodaj has been responsible for the fiscal and financial sector work of countries under IMF lending programs, and led two country programs in IFPRI, a research-theme for the Consultative Group on International Agricultural Research (CGIAR), and technical assistance projects and programs at the Fund and in IFPRI. She has conducted research, analytical work, and capacity development on a range of topics spanning public investment, subsidies, the Sustainable Development Goals, food and agriculture policy, public-private partnerships (PPPs), governance, spending efficiency, political economy, and social capital, among other areas. Tewodaj has published over 40 peer-reviewed academic publications, including in the World Bank Economic Review and World Development, and serves as co-editor of the European Journal of Development Research.
