Target Audience
- Officials in low-income countries and targeted staff from ministries of finance, debt agencies, central banks, and other government agencies responsible for providing advice or implementing macroeconomic and debt policies.
Qualifications and Participant Skills
- Expected academic background: a degree in economics or finance, preferably at the master's level, or equivalent work experience.
- Required skills:
- Good quantitative skills.
- Proficiency in the use of computers to analyze data.
- Familiarity with the basics of Microsoft Excel (many workshops use Microsoft Excel worksheets).
Course Description
- Nature: Joint IMF-World Bank workshop.
- Subject focus: In-depth introduction to the current debt sustainability framework for low-income countries (DSF LIC) implemented in July 2018.
- Purpose: To help guide countries and donors in mobilizing the financing of LICs development needs while reducing the chances of an excessive buildup of debt in the future.
- Instructional approach: Sessions combine lectures on key features with demonstrations of the modules of the excel-based DS LIC framework.
- Technical modules covered:
- Linkages between the macroeconomic framework and debt dynamics.
- Realism tools.
- Stress tests.
- Debt carrying capacity thresholds.
- The role of judgment.
- Determination of final ratings.
Course Objectives
- Upon completion, participants should be able to:
- Describe why fiscal sustainability is central to macroeconomic stability and sustainable growth.
