Target Audience

Mid-level to senior officials from the central bank and other government agencies dealing with regulation of the financial sector. Preference is given to applicants working on issues directly related to supervision and regulation of new financialtechnologies.

Qualifications

Work experience in regulation or supervision of the financial sector and/or fintech. A working knowledge of English is also an advantage

Course Description

Fintech is transforming the financial services landscape, creating opportunities and challenges for consumers, service providers, and regulators alike. Rapid changes in this area require regulatory authorities to carefully balance the efficiency and stability trade-offs and assure that risks can be effectively managed without stifling innovation. Governance of fintech firms needs to be strengthened, and regulatory principles to oversee fintech may need to be modernized. This course aims to explore such challenges. After an overview of the Financial Technologies (FinTech) and key regulatory concerns, the course will cover P2P lending and mobile payment, crypto-assets, the use of emerging technologies for supervision and compliance, and the international regulatory response. Participants are expected to analyze the risks and concerns arising from these FinTech developments and explore possible regulatory responses. As this is a fast-changing and developing area of regulation, the course will draw upon nascent analytical work and early experiences from the Fund as well as various countries.

Course Objectives

Upon completion of this course, participants should be able to:
  • understand main Fintech developments,
  • discuss main regulatory challenges, and
  • describe the international regulatory response.
