Participants are expected to have a degree in economics or finance, or equivalent experience.
Course Description
The course aims at building capacity in developing an effective and comprehensive Annual Borrowing Plan (ABP) that is fully aligned with the country's Debt Management Strategy (DMS). The Officials will be trained in the end-to-end ABP development process, with a focus on integrating projected government cash flows, financing needs, and market conditions into a coherent ABP. The course will also help authorities identify refinancing risks in advance, assess the feasibility of financing assumptions, identify potential financing gaps, and support the development of domestic government securities markets. Participants will learn to use the ABP Analytical Tool (ABPT), developed jointly by the IMF and the World Bank, to support the formulation of the ABP. The course will further cover the preparation of an Indicative Issuance Calendar and the design and implementation of Liability Management Operations.
Course Objectives
Upon completion of this course, participants should be able to:
Develop a comprehensive and data-driven Annual Borrowing Plan.
Understand the linkage between the ABP and the Medium-Term Debt Management Strategy (MTDS).
Utilize the ABP Analytical Tool (ABPT) to formulate an Annual Borrowing Plan.
Prepare an Indicative Issuance Calendar that is aligned with the ABP.
