Target Audience

The course is aimed at mid-to-senior level officials from CDOT and SARTTAC member countries working in Budget and Macro-fiscal or Departments in national governments.

Qualifications

Mid-to-senior level officials should be responsible for preparing the Medium-Term Fiscal Framework, National Budget or developing fiscal policies within their country.

Course Description

This five-day course joint CDOT/SARTTAC course focuses on the key steps involved in preparing the national budget. Emphasizing the importance of medium-term fiscal planning, the course concentrates on the integration of strategic budgeting concepts including strengthening the credibility of the annual budget process from the medium-term fiscal framework, developing budget baselines, new policy option costing techniques, performance-informed budgeting practices and frameworks for monitoring & evaluation. The workshop makes use of lectures, exercises, and groupwork to ensure that participants gain practical experience that is useful for their jobs and provides an opportunity to share country experiences. 

Course Objectives

  • To provide participants with an understanding of how budgeting processes fit into the overall public financial management framework.
  • Consider the key stages and documentation required for the preparation of the budget and its key supporting statements.
  • Improve the understanding of the importance of the strategy setting stage of the budget cycle including the key elements of the medium-term fiscal and budget frameworks.
  • Raise awareness of the concepts of budget baselines and policy costing techniques to enhance the credibility of annual and medium-term forecasts.
  • Provide participants with an understanding of the differences and steps to be taken to move from performance-based to performance-informed budgeting.
  • Equip the participants with knowledge to develop monitoring and evaluation frameworks, including analytical approaches for program evaluation and understand how program logic & public policy analysis can be applied to assist this.
