Target Audience

This national workshop is aimed towards mid to senior level officials in the Finance Departments, Macro-fiscal Units, PSU Oversight, Debt Management or Budget Departments in Indian State Governments.

Qualifications

Participants should have experience or be responsible for mapping the impacts, analyzing, managing or reporting fiscal risks.

Course Description

This one-week course identifies the key sources of fiscal risk facing governments and sets out key mitigation actions and institutional arrangements that can be taken. The workshop will explore in detail risks associated with climate and natural disasters, government guarantees and loans, macro-economic environment, Public Sector Undertakings (PSU's), and Public Private Partnerships and provide participants with the opportunity to use the IMF-Fiscal Risk Tools available to support the management of fiscal risks. The workshop makes use of lectures, exercises, and groupwork to ensure that participants gain practical experience that is useful for their jobs and provides an opportunity to share country experiences. 

Course Objectives

On completing the course, the participants should be able to:

  • Understand the main sources of fiscal risks that affect governments. 
  • Recognize the significance and components of a Fiscal Risk Statement and Register. 
  • Understand profitability, liquidity and solvency risks and mitigation strategies for PSU's. 
  • Demonstrate an understanding of the techniques and tools available to manage a range of fiscal risks.
  • Analyze risks from government loans and guarantees.
  • Foster collaborative approaches to share best practices and innovations in fiscal risk management across different state governmental contexts.
