• Discusses the benefits and costs of a banking union.
• Presents a steady state view of the banking union.
• Elaborates difficult transition issues.
• Briefly discusses broader EU issues.
• Accompanied by three background technical notes analyzing: a single supervisory framework; a single resolution and common safety net; and urgent issues related to repair of weak banks in Europe.

Key findings and analysis

• A banking union can centralize supervision and resolution to address cross-border banking vulnerabilities in the euro area.
• Benefits and costs of a banking union are considered, with attention to steady state outcomes and transitional challenges.
• Transition issues are identified as particularly difficult and require careful design choices to avoid adverse incentives and financial fragmentation.

Design elements emphasized

• Single supervisory framework (Single Supervisory Mechanism).
• Single resolution framework and common safety net (including resolution authority considerations).
• Mechanisms for bank repair and recapitalization to address weak banks in Europe.
• Interaction with central bank functions (ECB funding, lender of last resort) and monetary policy implications.

Policy recommendations and considerations

• Assess current plans for a banking union and provide advice on design and implementation.
• Ensure clear allocation of responsibilities across supervision, resolution, and safety net functions.
• Address urgent repair needs for weak banks as part of transition arrangements to avoid imposing undue fiscal burdens on individual member states.
• Design common backstops and deposit insurance arrangements consistent with systemic risk management.
