Structure and Pillars
- The Guidelines are structured around three Pillars:
- Functional
- IT Architectural
- Governance and Management
- Each pillar comprises six principles.
- Each principle is further broken down into one to four attributes to promote more efficient and transparent PFM operations while fostering innovation and managing digital risks.
Attributes and Maturity Levels
- For each Attribute, the Guidelines define three levels of maturity:
- foundational
- intermediate
- advanced
- The graduated approach is intended to help take into account country-specific contexts and capacities in digital transformation strategies.
Purpose and Intended Use
- Support the digital transformation of PFM functions through:
- assessment of digital initiatives,
- design of digital solutions,
- improvement of existing digital efforts in PFM.
- Promote more efficient and transparent PFM operations while managing digital risks and fostering innovation.
